As
the institution mandated with copyright administration in the Gambia,
the NCAC has earnestly started this task as indicated in the update
below.
Late last year, Hassoum Ceesay returned from Geneva and London after
attending the World Intellectual Property Organisation intermediate
course on copyright. A lot of activity has been going on to establish
the office:
• A series of stakeholder consultation meetings on copyright
administration in The Gambia were held on 28th and 29th January 2009
at the National Museum grounds, Banjul. The meetings were part of the
preparatory activities for the full implementation of copyright in The
Gambia. Creators and users of copyright such as writers, musicians,
artists, radio proprietors, night club owners, etc attended. The
consultations were used to update the invitees on the progress towards
setting up a functioning bureau, spell out their duties and
responsibilities in the copyright administration, enlist their support
and participation in the subsequent public sensitization activities,
and allow them to suggest ways to facilitate administration of
copyright.
• Together with the Directorate of Performing Arts of the NCAC,
The Copyright Office is working with creators to help them form into
associations to facilitate the formation of The Gambia Collecting
Society.
• Sensitization programmes on Television, Radio, newspapers have
started to better inform the public on copyright issues. Staff of the
Copyright Office and creators and users will feature in these public
discussions.
• Meetings have been held with officials of the Senegalese
Copyright Office BSDA to forge closer links between the two
institutions.
• A Works Commission is being formed to assist in advising in
registration of copyright works.

INAUGURATION OF
COPYRIGHT COMMISSION
The 22 member Copyright
Commission was inaugurated by the Minister of Tourism and Culture on
the 25th November 2009 at the Ministry's Conference Hall, The
Quadrangle, Banjul, The Gambia.

TERMS
OF REFERENCE OF THE COMMISSION
•To advise the Copyright Office on the registration and licensing of
literary, artistic, musical, sound, audiovisual, choreographic and
derivative works such as translations and adaptations.
•To meet regularly to go through works deposited with the Office for
copyright license to confirm their originality and moral decency as
enshrined in Chapter 11 Part 1 (2) of the Act which states that for
a work to be eligible for copyright it must be ‘original in
character ’ and has been affixed in a definite medium of expression
(in a book, cassette, CD, DVD etc). t the Copyright Office in its
sensitization and public outreach activities.
•To assist the Copyright Office in public sensitization and public
awareness programmes in the radio, TV and other mass media.
